The Construction Manager acts as the owner's representative with direct authority over all field construction for broadband and fiber projects. This role manages Resident Engineers, third-party contractors, and ensures accountability between field operations, engineering firm, and project team.

Deployment projects include SLFRF, FFA grants, and BEAD-funded fiber across rural Nevada, Missouri, California, and Oregon with strict regulatory timelines. The Construction Manager guarantees commitments are met safely, on schedule, within budget, and to specifications. Regular site visits verify construction quality, safety compliance, and adherence to timelines.

Oversee all phases of OSP fiber optic construction, including aerial, underground, and buried plant installation. Manage contractor performance, review pay applications, change orders, and closeout documentation. Coordinate permits, resolve field conflicts, and monitor budgets while escalating risks to the VP of Engineering.

Serve as primary point of accountability, overseeing engineering firm interactions and Resident Engineers' performance. Ensure accurate as-built documentation and compliance with 811 rules. Requirements

  • Experience overseeing third-party contractors in broadband and fiber optic construction projects
  • Knowledge of OSP fiber construction phases including aerial, underground, and buried plant
  • Familiarity with regulatory compliance for grant-funded deployments like SLFRF, FFA, and BEAD
  • Proficiency in managing construction permits, 811 rules, and safety standards
  • Ability to review engineering inspection reports, daily logs, and as-built documentation
  • Track record of monitoring project budgets, schedules, and escalating risks
  • Expertise in resolving field constructability issues and design discrepancies

Responsibilities

  • Oversee all phases of OSP fiber optic construction including aerial, underground, and buried plant installation
  • Ensure construction activities comply with project plans, specifications, permits, and applicable codes and standards
  • Conduct regular site visits to verify construction quality, safety compliance, and adherence to project timelines
  • Manage contractor performance and hold construction crews accountable to contract terms and workmanship standards
  • Review and approve contractor pay applications, change orders, and project closeout documentation
  • Coordinate with the Permitting Manager to ensure all required permits and approvals are in place prior to construction
  • Identify and resolve field conflicts, constructability issues, and design discrepancies in coordination with the engineering firm
  • Serve as owner’s representative in all field interactions with the contracted engineering firm and oversee Resident Engineers
