About this role

The Bureau of Overseas Buildings Operations (OBO) directs the worldwide overseas building program for the Department of State. The position functions as a Civil/Structural Engineer, providing OBO critical engineering and construction quality assurance and management. This role is central to OBO’s mission of setting priorities for design, construction, and maintenance of real properties.

Day-to-day, the incumbent ensures contractors perform work per contract and Design Issued for Construction documents. They review engineering shop drawings, observe onsite construction, and inspect concrete mix design and testing. The engineer also monitors quality control programs and submits weekly progress reports with recommendations based on field inspections.

Working with other offices, foreign affairs agencies, and Congress, OBO sets worldwide priorities for real property. The Construction and Security Management Directorate leads OBO’s construction program, coordinating design and construction activities worldwide. This role provides management oversight and on-site construction supervision for this global program.

This position offers the opportunity to contribute to OBO’s worldwide construction program. The engineer gains exposure to complex international projects and develops expertise in quality assurance for federal building operations. The role involves formulating solutions for project directors and resolving conflicts in the field.

Requirements

  • Must be a U.S. citizen.
  • Civil Engineering degree from an accredited university.
  • Experience with building construction related to onsite structural, concrete, excavation, shoring, site utilities, wastewater treatment plants, curtain wall, and demolition.
  • Ability to interpret drawings in your discipline and understand how the discipline fits with other engineering disciplines.
  • Ability to review shop drawings and submittals from contractors for compliance.
  • Understanding of construction quality assurance and safety programs.

Responsibilities

  • Perform technical inspections of civil and structural work to ensure compliance with contract and design documents.
  • Monitor the contractor's quality control program and ensure corrective actions are taken when necessary.
  • Review engineering shop drawings and submittals to determine compliance with final design parameters.
  • Observe onsite construction to verify proper installation, forming, and execution of structural elements.
  • Review concrete mix designs, witness testing, and analyze test data for conformance.
  • Monitor construction progress against the project schedule and submit weekly progress reports with recommendations.
  • Prepare construction reports detailing progress and identify problems; evaluate contractor’s proposed remedy and formulate solutions for the Project Director or Construction Manager.
