About this role
As an Environmental Engineer/Scientist (Stormwater), you will report to the Environmental & Sustainability Department (ESD) Manager and provide advice on environmental issues at the Airports Authority. You will serve at Ronald Reagan Washington National Airport (DCA), Washington Dulles International Airport (IAD), or the Dulles Toll Road (DTR). Assume a leading role in environmental initiatives focused on stormwater compliance.
Review planning, design, and construction plans for compliance with federal, state, and local regulations. Maintain Personal Computer Storm Water Management Model (PCSWMM) models and track versions across projects. Oversee wetland delineations and associated permitting from US Army Corps of Engineers and VDEQ.
Ensure environmental impact analyses like Stormwater Pollution Prevention Program (SPPP) and asbestos/contaminated waste removal for construction projects. Conduct site inspections for erosion & sediment control, stormwater management, impacted soils, and dewatering. Provide technical guidance to engineers, architects, and environmental professionals.
Develop policies, procedures, and actions to ensure regulatory compliance including NPDES and MS4 stormwater programs. Serve as Contracting Officer's Technical Representative (COTR) for consultant studies and oversee their technical work. Represent the Airports Authority in meetings with regulatory bodies and civic groups on environmental issues.
Requirements
- Five years of progressively responsible experience as an environmental engineer or scientist
- Experience in Storm Water Management Model (SWMM) modeling using Personal Computer Storm Water Management Model (PCSWMM)
- Experience and skill in ArcGIS Pro (Geographic Information System Professional) software
- Knowledge of federal, state, and local environmental regulations and programs
- Experience with stormwater compliance including NPDES, MS4, and Virginia Stormwater Program
- Familiarity with wetland delineations, US Army Corps of Engineers permitting, and VDEQ Water Protection Programs
Responsibilities
- Maintain PCSWMM Stormwater Management Models across design and construction projects and track model versions as version control gatekeeper
- Maintain Waters of the United States (WOTUS)/wetland delineation drawings and oversee nationwide, general, and individual permits from US Army Corps of Engineers and VDEQ
- Ensure appropriate environmental impact analyses (e.g., Stormwater Pollution Prevention Program, asbestos/contaminated waste removal) for construction projects
- Ensure compliance with environmental regulations including stormwater (NPDES and MS4), impacted soils, remediation, and waste disposal
- Review/prepare environmental plans and documents for signatures and seals as VDEQ-certified entity implementing Virginia Stormwater Program
- Conduct environmental construction site inspections such as erosion & sediment control, stormwater management, impacted soils, and dewatering
- Provide technical guidance to engineers, architects, and environmental professionals
- Serve as Contracting Officer's Technical Representative (COTR) for consultants and oversee their technical work activities
