The role also involves preparing and reviewing environmental permits such as wetland and stormwater discharge permits, and supervising contractor activities at job sites.

Working out of the Olmsted Center in Queens, this position operates within the New York City Department of Parks and Recreation, collaborating with agency staff to ensure compliance with regulatory agencies like NYSDEC, USACE, and NYCDEP. The work environment demands independent judgment and technical leadership on complex environmental remediation projects.

Requirements

  • A valid New York State Professional Engineer License.
  • Four years of full-time experience in environmental engineering (a master's degree in environmental engineering may substitute for one year of experience).
  • At least one year within the last three years of experience as a major contributor or project leader on a complex environmental engineering project (for Assignment Level II or III).
  • Ability to sign and seal engineering reports and permit applications.
  • Experience with regulatory agencies such as NYSDEC, USACE, and NYCDEP.
  • Knowledge of hazardous materials management and environmental remediation techniques.

Responsibilities

  • Plan, coordinate, and oversee technically complex environmentally engineered remedies for contaminated project sites, including municipal landfills and manufactured gas plant properties.
  • Oversee the development of contracts related to the environmental components of various capital projects.
  • Prepare detailed reports on the progress and budget schedules of environmental projects, including those mandated by regulatory agencies for landfill sites.
  • Sign waste profile forms, hazardous waste manifests, and permit applications for NYSDEC, USACE, and NYCDEP.
  • Conduct field inspections and prepare, sign, and seal annual reports for remedial measures per regulatory agency consent order requirements.
  • Engage in or supervise complex research, investigations, and studies of Parks’ properties related to environmental engineering functions, hazardous materials, and drainage conditions.
  • Approve or supervise the design, inspection, construction, demolition, or alteration of premises and equipment to ensure compliance with contracts, drawings, specifications, and regulations.
  • Supervise the installation, inspection, and testing operations at job sites, as well as contractor activities, ensuring compliance with regulatory permits and programs.
