About this role
Stantec is seeking an experienced Construction Representative to join our program team and support DC Water in delivering a nearly $2-billion, 10-year capital improvement program at the Blue Plains Advanced AWTP and upstream sanitary and stormwater pump stations. This full-time role is co-located with DC Water staff at the Program Management Office at Blue Plains, making you an integral part of a collaborative delivery environment.
As a field representative, you will ensure that all work is completed according to contract documents, monitor the contractor's submittal register, and review certified payroll submissions to verify proper wages. You will also maintain electronic files in the designated Project Management Information System (PMIS) and ensure accurate as-built documentation is kept throughout the project lifecycle.
You will collaborate with other project team members to solve constructability issues as they arise, assist Operations and Maintenance departments with O&M submittals and training, and monitor functional testing, commissioning, and closeout progress. Warranty inspections and issue resolution during the warranty period are also part of your responsibilities.

Requirements
- Ability to read and interpret plans, details, schedules, and specifications
- Extensive knowledge of construction means and methods across electrical, I&C, civil, structural, mechanical, plumbing, and fire suppression disciplines
- Experience in construction management and construction contract administration
- Knowledge and experience with problem solving, including identifying complex issues and reviewing related documentation
- Experience with collaborative delivery methods (e.g., CMAR, design-build) on large capital projects
- Familiarity with prevailing wage requirements (e.g., Davis-Bacon) and certified payroll review processes
- Proficiency in using Project Management Information Systems (PMIS) for document control and tracking
- Experience working on water or wastewater treatment plant construction projects preferred
Responsibilities
- Act as a field representative to ensure all work is completed according to contract documents
- Communicate and collaborate with project team members to resolve constructability issues
- Monitor the contractor's submittal register and facilitate submittal reviews with departmental stakeholders
- Review certified payroll submissions and periodically perform labor standards interviews
- Maintain electronic files for all project documentation in the designated Project Management Information System (PMIS)
- Ensure contractors maintain accurate as-built documentation and coordinate periodic reviews with the Project Design Engineer
- Assist Operations and Maintenance departments with O&M submittals, manuals, spare parts, and asset induction training
- Monitor functional testing, operational demonstration, commissioning, and construction closeout progress
- Perform warranty inspections and assist O&M departments with resolving issues during the warranty period
